The TIP-LRP Project Benefit Evaluation Criteria provide a data-informed support tool to guide transportation project investment decisions. The criteria analyze how each proposed project aligns with the vision and goals of the Connections 2045 Long-Range Plan for Greater Philadelphia and evaluates how each project contributes to implementing the region’s vision in the shorter-term Transportation Improvement Program (TIP). The criteria also provide data to analyze how each project supports the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) Transportation Performance Measures and related safety and asset management plans. The criteria are universal in order to evaluate a variety of modes and project types, and can be used in the New Jersey and Pennsylvania counties in the Delaware Valley Regional Planning Commission (DVRPC) region.
