The purpose of this document is to provide incident responders with uniform operational guidelines for safe operations at the scene of a highway incident. Managing a highway incident and any related problem is a team effort. Each responding agency has an important role to play in the management of an effective incident operation. It is not a question of "who is in charge" but 'who is in charge of what". Each agency present has a part to play with the goals of: responder safety; safe, quick clearance; and restoring the highway to its pre-incident condition. These operational guidelines are the result of the solicitation of input from all stakeholders that may operate at an incident along NJ 42, NJ 55, I-76, I-676, and I-295 in Camden and Gloucester Counties. It is intended that this document serve as a guideline for decision-making and can be modified by the incident responders as necessary to address existing conditions. This document is the first revision of the January 2005 Policy and Procedures Manual.Geographic Area Covered: The area covered by this document is associated with the limited access highways of NJ 42, NJ 55, I-76, I-676, and I-295 in Camden and Gloucester Counties.

Title VI Statement
The Delaware Valley Regional Planning Commission (DVRPC) fully complies with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, Executive Order 12898 on Environmental Justice, and related nondiscrimination mandates in all programs and activities. DVRPC’s public meetings are always held in ADA-accessible facilities, and held in transit-accessible locations whenever possible. Translation, interpretation, or other auxiliary services can be provided to individuals who submit a request at least seven days prior to a public meeting. Translation and interpretation services for DVRPC’s projects, products, and planning processes are available, generally free of charge, by calling (215) 592-1800. All requests will be accommodated to the greatest extent possible.
Any person who believes they have been aggrieved by an unlawful discriminatory practice by DVRPC under Title VI and/or ADA has a right to file a formal complaint. Any such complaint must be in writing and filed with DVRPC's Title VI Compliance Manager, Alison Hastings, and/or the appropriate state or federal agency within 180 days of the alleged discriminatory occurrence.
