This report is intended to stimulate discussion and debate on ways to increase local and or regional funding for the transportation system. The document details the need for additional transportation funding at the regional and or local levels in the Pennsylvania subarea of the DVRPC region, especially in light of recent state funding amounts and legislative activity. Some 23 different funding options are identified, which could be implemented in the region. For each option, a new tax or fee rate is proposed, an estimate is given for how much revenue could be generated, and reviews five principles for generating new funds.

Geographic Area Covered: Bucks County, Chester County, Delaware County, Montgomery County and the City of Philadelphia.
