The DVRPC Compact allows for the participation of non-voting representatives to the Commission. It allows for up to three representatives each from the Federal Highway Administration and the U.S. Department of Housing and Urban Development. The DVRPC by-laws also allow for up to two non-voting representatives each from the Federal Transit Administration and the U.S. Environmental Protection Agency, and one representative each from the Pennsylvania Department of Environmental Protection, the New Jersey Department of Environmental Protection, the Pennsylvania Department of Community and Economic Development, the New Jersey Office for Planning Advocacy, Southeastern Pennsylvania Transportation Authority (SEPTA), NJ Transit, Port Authority Transit Corporation (PATCO), and Delaware River Port Authority (DRPA).
