The City of Philadelphia has requested that certain roadways within the former Naval Base be added to the federal functional classification system and the Federal Highway Administration has determined that these roadways are public roads. Approval of the classification changes is being requested.
5. DVRPC Fiscal Year 2011 Draft Planning Work Program
The Board will be requested to approve the DVRPC Fiscal Year 2011 Draft Planning Work Program for review and comment.

6. Regional Infrastructure Improvement Zones (RIIZs)
The Ohio-Kentucky-Indiana Regional Council of Governments (OKI) and the National Association of Regional Councils (NARC) have developed the RIIZ approach to encourage private sector investment in infrastructure through favorable tax treatment of funds and streamlined approval processes.
Staff will provide an overview of the regions exploring innovative funding approaches to meet infrastructure improvement and maintenance needs and to leverage federal and state funds.
7. Regional Citizens Committee (RCC) Report
The activities from the RCC Meeting of November 17, 2009 will be reported to the Board.

8. Comprehensive Economic Development Strategy (CEDS)
Staff will brief the board on the Greater Philadelphia Economic Development Framework, created in partnership with Select Greater Philadelphia and Ben Franklin Technology Partners, to satisfy provisions for a Comprehensive Economic Development Strategy (CEDS) for the Greater Philadelphia region. This document, which sets 11 goals to guide future regional investments and economic development efforts, was approved by the U. S. Department of Commerce's Economic Development Administration (EDA) as the region's CEDS on September 30, 2009.

The Delaware Valley Regional Planning Commission (DVRPC) fully complies with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and related nondiscrimination mandates in all programs and activities. DVRPC is committed to ensuring that no person is excluded from participation in, or denied the benefits of, all programs and activities on the basis of race, creed, color, national origin, age, gender, disability, sexual orientation, or income level, as protected by Title VI of the Civil Rights Act of 1964 and other related nondiscrimination mandates.
DVRPC's website, www.dvrpc.org, may be translated into multiple languages. Publications and other public documents can be made available in alternative languages and formats, if requested. DVRPC’s public meetings are always held in ADA-accessible facilities and in transit-accessible locations whenever possible. DVRPC will work to accommodate all reasonable requests for translation, interpretation, accommodations or other auxiliary services and encourages that requests be made at least seven days prior to a public meeting.
