5. DVRPC Transportation Improvement Program (TIP) Actions
The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. The following projects require formal TIP Amendments or Modifications this month for the FY 2020 TIP for NJ and the FY 2021 TIP for PA.
a. PA21-26: Stone Bridge Road (Bridge) (CB #45) (MPMS #13249), Bucks County – Add CON Phase Back into TIP
b. PA21-27: PA 372, Lower Valley Road Bridge Over Officers Run (MPMS #69919), Chester County – Add PE and CON Phases Back into TIP
c. PA21-28: Valley Forge Granite Block Restoration (MPMS #110884), Montgomery County – Add CON Phase Back into TIP
d. PA21-29: PA 41 & SR 926 Improvements (MPMS #102709), Chester County – Add FD Phase Back into TIP
e. PA21-30: 2020-2021 Statewide Multimodal Transportation Fund Projects (Various MPMS #s), Various Counties – Accept New Projects into TIP

6. PennDOT’s Safety HSIP Implementation Plan
FHWA’s Transportation Performance Management (TPM) program requires states and MPOs to establish performance targets designed to lower fatalities and serious injury crashes using five legislative defined metrics. States that have not made significant progress towards their safety targets must submit an HSIP implementation plan to guide future project decisions relative to federal funding. PennDOT will present an overview of their implementation plan.
7. 19th and 20th Complete Streets Corridor Study
This presentation will summarize and highlight the Philadelphia Transit Plan and the 19th and 20th Complete Streets Corridor Study. The former is a just-published document prioritizing transit corridors within the city and providing guidance for potential transit-enhancing interventions, while the latter is meant to expand initial design ideas developed as part of the Philadelphia Transit Plan for 20th Street between Market Street and Ben Franklin Parkway.
8. Ruti Bicycle Routing and Trip Planning Service
DVRPC staff will provide an introduction and update on the development of a text-message based bicycle trip planning and routing service, in partnership with consultants AG Strategic. This new tool is built using DVRPC's Bicycle Level of Traffic Stress. Staff will present the tool and the engagement that has been done so far and finish with next steps for a spring release.
9. COVID-19 impacts on travel trends using PM3 Travel Time Reliability and Congestion Measures
DVRPC Staff will present on the analysis of COVID-19 impacts on travel trends using FHWA’s Transportation Performance Management PM3 travel time reliability and congestion measures. State and county measures will be provided comparing Year-Over-Year (2019 and 2020), along with mapping of the measures by roadway and analysis takeaways.
