5. DVRPC Transportation Improvement Program (TIP) Actions
The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. The following projects require formal TIP Amendments or Modifications this month for the FY 2019 TIP for PA and the FY 2018 TIP for NJ.
a. PA19-72: I-95: Pavement Preservation Northbound (MPMS #92581), Delaware County – Low Bid Cost Increase
b. PA19-73: Valley Forge Granite Block Restoration (MPMS #110884), Montgomery County – Add New Project to the TIP
c. PA19-74: Statewide Multimodal Transportation Fund Projects (Various MPMS #s), Various Counties – Add New Projects to the TIP
d. NJ18-089: Route 295/42, Missing Moves, Bellmawr (DB #355A), Camden and Gloucester Counties – Cost Increase
6. Approval of Two Phase VII Regional Trails Program Grant Awards
DVRPC will present two trail projects approved for funding by the Pennsylvania Regional Trails Program Committee. Funds will come from Round 3 of the Regional Trails Program, capitalized by the William Penn Foundation.
7. TIP/LRP Project Benefit Criteria Update
Staff has been working with a subcommittee of the Regional Technical Committee to update criteria for evaluating new project candidates that would be added to either the PA or NJ Transportation Improvement Programs (TIP) or to the DVRPC Long Range Plan. After a year of discussion and a recent weighting exercise, staff will present the proposed criteria for recommendation for approval to the DVRPC Board. The proposed universal benefit criteria allow the same criteria to address both highway and transit funded projects, and can be used in both states in the DVRPC region. The benefit criteria analysis is only one consideration in ultimate project selection.
8. Request to Open a Public Comment Period for the DRAFT FY 2019 Comprehensive Economic Development Strategy (CEDS)
Staff requests authorization to open a public comment period to gather public and agency comments on the Draft FY 2019 Comprehensive Economic Development Strategy (CEDS), Growing Greater Philadelphia. Staff also requests authorization to publish the draft document on the internet and hold a final public meeting.

9. Scudder Falls Bridge (I-295) Replacement Project
The current congestion-prone, functionally obsolete Scudder Falls Bridge is being replaced with a dual-span structure carrying three thru-traffic lanes in each direction. DRJTBC staff will present a project Update.
10. Route 422 Operations and Capacity Study
DVRPC staff will present an overview of the US 422 Operations Model that is currently being developed. Once completed, the model will be used to analyze existing conditions and evaluate the effectiveness of future-year enhancement strategies. The goal is to identify an appropriate set of discrete roadway improvements for the corridor.

11. Tactical Urbanism
Staff will provide examples of how tactical urbanism projects (flexible, short-term projects) are addressing long-term safety and community goals. Attendees will be asked to share their thoughts on potential projects and the resources needed to advance them with the aim of identifying if there is a potential role in DVRPC’s work program to assist planning partners in advancing tactical urbanism projects.
