5. DVRPC Transportation Improvement Program (TIP) Actions
The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. The following projects require formal TIP Amendments or Modifications this month for the FY 2019 TIP for PA and the FY 2018 TIP for NJ.
a. PA19-64: Outdoor Advertising Control (MPMS #113257), Various Counties – Add New Project to TIP
b. PA19-65: I-95 Philadelphia to Scudder Falls (MPMS #92582), Bucks County – Add Project Back into TIP
c. PA19-66: 59th Street over AMTRAK (Bridge) (MPMS #98229), City of Philadelphia – Draw Funding Down from Line Item
d. PA19-68: Railroad Grade Crossing Projects (Various MPMS #s), Various Counties – Add Projects Back into TIP
e. PA19-69: Bethel Road Roundabout (MPMS #111021), Delaware County – Add Preliminary Engineering Phase
6. Request to Open a Public Comment Period for the Draft FY2020 Transportation Improvement Program (TIP) for New Jersey; and the Draft Conformity Finding of the Long-Range Plan (LRP) and TIPs
Staff requests authorization to open a public comment period for the purpose of gathering public and agency comments on the Draft FY2020 Transportation Improvement Program (TIP) for New Jersey, the Draft Conformity Determination of the Connections 2045 Long-Range Plan (LRP), and the FY2019 TIP for Pennsylvania; as well as to issue proper public notifications; to publish the draft documents of the respective LRP and TIPs and conformity findings on the internet; to make copies available at certain public libraries; and to hold public meetings.
7. Annual Self Certification of Regional Transportation Planning Process
Federal regulations require that Metropolitan Planning Organizations self- certify that the Regional Transportation Planning Process is carried out in conformance with applicable federal regulations. Staff will request an RTC recommendation for Board approval
8. Election of Fiscal Year 2020 Regional Technical Committee Officers
The RTC nominating committee will present a slate of candidates for FY 2020.

9. Community Impacts of Multifamily Development
Demand for multifamily housing in Greater Philadelphia and across the nation is surging based on a number of interconnected demographic and socioeconomic trends. DVRPC’s Community Impacts of Multifamily Development study was undertaken to help regional stakeholders better understand the potential transportation, economic, and community impacts of various types of multifamily development. The presentation will highlight key demographic and travel behavior characteristics of multifamily residents.
10. 2020 Census Participant Statistical Areas Program (PSAP) Update
DVRPC has completed an update of Census Bureau statistical geographies in partnership with our member counties. This presentation will explain our approach to reviewing and revising census tracts, block groups, and census designated places--key small area geographies for reporting data from the 2020 Decennial Census, as well as the next decade's data from the American Community Survey (ACS) and Census Transportation Planning Products (CTPP).
11. US 202 Operations Analysis
US 202 Section 100 traverses Chester and Delaware counties, and it serves as a local arterial and vital link to the State of Delaware. DVRPC worked with the project steering committee to develop operational improvement scenarios for US 202 Section 100 from Matlack Street to Skiles Boulevard. This presentation will provide an overview of existing traffic conditions, as well as describe the scenarios tested and results of the analysis.
