5. DVRPC Transportation Improvement Program (TIP) Actions
The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. The following projects require formal TIP Amendments or Modifications this month for the FY 2019 TIP for PA and the FY 2018 TIP for NJ.

6. FY 2020 Work Program Amendment
To respond to the needs of member governments and agencies, work program changes and additions are brought to the RTC to permit the timely undertaking of technical activity.
Project 20.41.050 Competitive Program and Project Management
This amendment modifies the funding allocated to the existing FY2020 Competitive Program and Project Management, which becomes effective July 1, 2019, to allow for DVRPC to increase the staff working on PennDOT Program and Project Management activities.
7. PA TMA Competitive Grant Program Recommended Awards
DVRPC issued a new TMA Competitive Grant Program for PA TMAs on November 1, 2018, with proposals due January 11, 2019. The Review Committee met February 12 to evaluate the applications, and recommendations for funding will be presented.
8. Adoption of DVRPC’s Limited English Proficiency Plan
DVRPC's Office of Communications & Engagement has drafted a Limited English Proficiency Plan (or LEP Plan) for consideration by the Board for adoption. The draft Plan furthers DVRPC's commitment to upholding the principles and intentions of the 1964 Civil Rights Act and related nondiscrimination regulations, and directly addresses Executive Order 13166, "Improving Access to Services for Persons with Limited English Proficiency." Staff will present proposed language access measures that aim to provide persons with limited English proficiency "meaningful access" to DVRPC's programs and activities.

9. St. Albert The Great School Future Cities Competition Award Recipient
The Philadelphia Regional Future City Competition provides a fun and exciting educational engineering program for middle school students that combines a stimulating engineering challenge with a "hands-on" application to present their vision of a city of the future. DVRPC sponsored a Regional Vision Award at this year’s competition and has invited the students from St. Albert the Great School to showcase their winning entry.
10. Tourism and Transportation: Evaluating Access to Tourist Attractions in Greater Philadelphia
In accordance with the FAST Act of 2015, DVRPC incorporated an evaluation of the economic impact of tourism and the existing multimodal accessibility of tourist attractions and potential improvements into the Fiscal Years 2017 and 2018 work programs. Staff will present the process and findings.
