5. DVRPC Transportation Improvement Program (TIP)

The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. As situations arise, the PCC/RTC is asked to consider changes.

6. FY 2006 DVRPC Work Program Amendments

During the course of the fiscal year, it is sometimes necessary for DVRPC to amend the Work Program to respond to new opportunities or to support decision-making. Three amendments have been submitted for consideration.

a. Pennsylvania Borough Mapping

b. PA 100 Safety Study (Northern Chester County)

c. Bucks County Regional Traffic Study

7. Release of Draft FY 2006 TIP for New Jersey and the 2030 Long Range Plan for Public Comment

Staff will recommend that the Board authorize release of the Draft FY 2006-2008 TIP for New Jersey and the 2030 Long Range Plan for a 30-day public comment period beginning in early May, in conjunction with the release of the TIP/Plan Conformity documentation, including public meeting(s), publishing on the web, notices and advertising.

8. Delaware Valley Regional ITS Architecture

TEA-21 required that all ITS projects using federal funds must conform to the National ITS Architecture. The Architecture establishes a common framework for planning, defining, and integrating intelligent transportation systems. In October 1998, USDOT released guidance on this conformity which included the requirement that each metropolitan area develop a Regional ITS Architecture that is consistent with the National ITS Architecture by April 2005 . DVRPC''s ITS Technical Task Force developed a Regional ITS Architecture in 2001 and has been successfully using it to guide the planning, integration and deployment of ITS projects in both Pennsylvania and New Jersey. Formal DVRPC approval is being sought for this document.

PRESENTATION ITEMS

9. Pennsylvania Traffic Signal Systems Report

Bob Taylor from Gannett Fleming and Bill Laubach of PENNDOT will present the results of a study recently conducted for the Pennsylvania State Transportation Advisory Committee. The study examined Pennsylvania traffic signal systems and the policies and practices associated with their management and operations. The presenters will discuss the background for this issue, the methodology used to conduct the study and the primary recommendations.

10. Realizing Density: Strategies for Compact Suburban Development

DVRPC has just completed a study on how to support and promote higher density development in suburban communities. Karin Morris will provide an overview of the study''s examination of existing densities; perceptions, benefits, and impacts of higher densities; the potential market for higher density development; and design guidelines to create quality developments.
