The Morton Safe Routes to Transit plan was created by the Delaware Valley Regional Planning Commission in collaboration with a variety of partners, most notably the Delaware County Planning Department. Frankford Avenue is an important commercial corridor and cultural hub for surrounding communities and the City of Philadelphia.
