DVRPC Awarded $1.04 Million Safe Streets for All Grant

DVRPC was awarded $1.04 million in FY 2025 SS4A planning funds for the Getting to School Safely in the Delaware Valley project. This effort builds on DVRPC’s FY 2023 and FY 2024 SS4A awards that advanced Regional Vision Zero planning and implementation.

The U.S. Department of Transportation announced nearly $1 billion in fiscal year (FY) 2025 grant awards through the Safe Streets and Roads for All (SS4A) program. In total, 521 local, regional, and tribal communities nationwide received $982 million to advance roadway safety and prevent deaths and serious injuries on America’s roads, including six awards totalling $2.18 million in our region.

DVRPC was awarded $1.04 million in FY 2025 SS4A planning funds for the Getting to School Safely in the Delaware Valley project. This effort builds on DVRPC’s FY 2023 and FY 2024 SS4A awards that advanced Regional Vision Zero planning and implementation. In FY 2023, DVRPC received $1.47 million to develop the Regional Vision Zero 2050 Action Program, a nine-county initiative that established a shared regional framework to reduce traffic fatalities and serious injuries. In FY 2024, DVRPC was awarded $1.52 million to supplement that work through Regional High Injury Network corridor studies, a municipal safety analysis for an underserved community, and development of a model to support subregional and partner-led implementation of the regional plan. 

This newest award will fund a focused regional initiative to study and improve roadway safety near schools across the nine-county DVRPC region, including data collection and mapping, development of a best-practice toolbox and public report, creation of school-area street safety action plans, and case studies with before-and-after analyses to pilot Safe Routes to School and other Federal Highway Administration Proven Safety Countermeasures, strengthening local implementation and regional safety programming.

DVRPC collaborated with regional partners throughout the application process to encourage coordination via the Regional Vision Zero effort, promote resource sharing, and support competitive proposals, including providing letters of support. Safety planning and implementation at every level, from municipal to regional, are critical to advancing the Regional Vision Zero goal of eliminating roadway fatalities and serious injuries by 2050. In addition to DVRPC’s award, several communities across the region received FY 2025 SS4A Planning Grant funding: 

  • The City of Chester was awarded funding to implement quick-build safety improvements and evaluate their effectiveness at three Highland Avenue intersections.
  • Radnor Township received funding for supplemental planning activities to improve pedestrian and bicyclist safety, including audits, Safe Routes to School studies, and quick-build demonstrations.
  • The City of Trenton was awarded funding to support supplemental safety planning for the Perry Street Corridor, including audits, community engagement, and implementable roadway design improvements.
  • Pennsauken Township was awarded funding to develop a Comprehensive Safety Action Plan informed by data analysis, stakeholder engagement, and evidence-based safety strategies.
  • Gloucester Township was awarded funding to develop a township-wide Comprehensive Safety Action Plan informed by crash analysis, public engagement, and prioritized safety strategies.

The SS4A competitive grant program was established by the Infrastructure Investment and Jobs Act (IIJA) and provides $5 billion in funding over five years to support regional, local, and tribal safety initiatives. These initiatives include the development of safety action plans and demonstration projects, as well as the implementation of roadway safety improvements identified through qualifying plans. The fifth and final application round of the SS4A is anticipated this year, with the Notice of Funding Opportunity expected for release on March 30, 2026.
