The November Public Participation Task Force meeting highlighted how DVRPC and partner agencies coordinate transportation operations and mobility planning during large-scale regional celebrations.

On November 20, 2025, DVRPC’s Public Participation Task Force (PPTF) held a meeting focused on preparing the Greater Philadelphia region for the 2026 FIFA World Cup and other major events. Attendees learned about DVRPC’s role in regional coordination, how partner agencies plan for high-demand travel scenarios, and the multi-agency strategies that support safe and reliable mobility during large gatherings.

The meeting featured presentations from DVRPC, the City of Philadelphia, PennDOT, and NJDOT. Speakers discussed long-standing coordination efforts such as the Transportation Operations Task Force and the Traffic Incident Management Program, lessons learned from the 2025 FIFA Club World Cup, expected travel behavior during the 2026 World Cup, and statewide planning for major events at MetLife Stadium and FanFest at Liberty State Park. Attendees also heard about initiatives including expanded transit service, improved wayfinding and multilingual resources, technology upgrades, construction moratoriums, and the development of an integrated Master Mobility Plan.

A panel discussion explored how agencies balance safety, mobility, and accessibility during high-profile events, as well as strategies for community outreach, municipal engagement, and early communication with businesses and neighborhood groups. Attendees expressed interest in accessible travel information, multilingual resources, and clear messaging to help residents prepare for large-scale celebrations.

The PPTF would like to thank our presenters for sharing their expertise: Chris King, senior manager of transportation operations management at DVRPC; Richard J. Montañez, first deputy streets commissioner of transportation for the City of Philadelphia; David L. Adams, senior manager of the traffic operations division at PennDOT; and Christopher Feinthel, assistant commissioner of operations at NJDOT.
