Job Description 

The Chief of Staff is responsible for assisting the Executive Director in ensuring the organization fulfills its core mission,  including strategic and high-priority cross-divisional initiatives that require coordination with directors, associate directors, and  managers throughout the agency, and acting on behalf of the Executive Director, as needed. The position also involves supporting effective engagement with staff as well as public and private sector stakeholders. Key activities include strategic  planning, policy and program development, internal and external partner engagement, and communication and administrative support. The Chief of Staff reports directly to the Executive Director. 

Responsibilities 

  • Support the Executive Director to strategically align her time with identified priorities. 
  • Manage Executive Director priority, cross-organizational initiatives and other special projects, as needed.
  • Employ critical thinking processes, such as synthesizing quantitative and qualitative data, examining multiple  perspectives, and anticipating next steps, in order to arrive at innovative and proactive solutions. 
  • Understand and provide guidance on matters coming before local, state, and federal lawmakers and the relevance to  DVRPC’s work. 
  • Support Executive Director in managing interactions with Board members and their staff. 
  • Schedule and manage preparations for Executive Director-led large meetings and events. 
  • Coordinate closely with the Office of Operations to meet administrative and facility needs of the Executive Director.
  • Support of Executive Office communications: drafting emails, memos, talking points, presentations, etc. to the Board,  staff, planning partners, general public, and other stakeholders, in collaboration with the Office of Communications  and Engagement. 
  • Provide thought leadership and support to the Executive Director and perform related work, as required. 

Qualifications 

  • Ability to think critically, solve problems, and use creativity and logic when researching data to provide detailed  analysis. 
  • Ability to secure and analyze facts through research, interviewing, and investigation, and exercise sound judgment to  arrive at conclusions. 
  • Capacity to understand the multidisciplinary nature of the planning profession and the impact of local, state and  federal legislation. 
  • Strong attention to detail. 
  • Superior organizational skills and ability to manage a number of competing priorities. 
  • Strong interpersonal communication skills, with the ability to establish and maintain effective working relationships  with associates, planning officials, and the general public. 
  • Ability to effectively use the most appropriate method of communication, whether it be written, graphic, or verbal, for  a given situation and/or target audience. 
  • Experience working with, or within, the public sector and/or the planning field is desirable, including with legislative  processes. 
  • Experience with Microsoft Office, G-Suite, and Adobe Acrobat is required. 

Experience & Training 

To classify as a Level RA V, a minimum of eight years is required. Experience in public administration and/or municipal,  transportation, regional, and/or environmental planning is preferred. Such experience may have been gained from a  combination of work and training. Training may have been gained through graduation from a four-year college or university,  with major course work in a discipline applicable to the ones listed above. A Master’s Degree or a full year of internship  experience can be substituted for one year of experience.
