Capital Programs Intern

Job Description

DVRPC is seeking a motivated and detail oriented individual to perform beginning level work in our Office of Capital Programs. This is an intern position assisting staff in the solicitation, analysis, and programming of new transportation projects for various funding programs and supporting updates of the DVRPC Transportation Improvement Programs (TIPs) for New Jersey and Pennsylvania. The individual will participate in transportation capital planning and programming activities, such as:

  • Assist with solicitations for funding programs including Carbon Reduction, Congestion Mitigation and Air Quality (CMAQ), and Municipal and Local County Bridge funding programs. Tasks may involve mapping, data gathering, assisting with analysis/evaluation of projects, and coordination with county and other planning partners.
  • Assist with the FY2025 Pennsylvania TIP update, including development of draft documents and activities related to the public comment period.
  • Assist with early stages of the FY2026 New Jersey TIP update, including project solicitations.
  • Assist with research into the effectiveness of implemented projects.
  • Review and analyze past obligation amount in the DVRPC Pennsylvania and New Jersey regions.

Emphasis is placed upon learning the principles and practices of capital planning and programming, with special emphasis on federal transportation funding, capital projects, and public information/involvement. Close supervision will be provided. There is a need for both independent work on discrete projects, as well as assisting with broader efforts.

Responsibilities

  • Participate in data collection, analysis, and entry; particularly as it relates to capital projects and funding in the Transportation Improvement Program. 
  • Assist in the preparation of data analysis and information memoranda. 
  • Assist in the preparation of presentation materials including graphs, maps, and other visual displays.
  • Ability to conduct internet research and summarize information clearly and consistently.
  • Perform related work as required. 

Qualifications

  • Proficiency in MS Excel, Word, Power Point, and G-Suite applications.  Experience using Google Earth or another comparable program.  Proficiency in GIS software is a plus.
  • Ability to establish and maintain effective working relationships with associates, planning officials, and the general public. 
  • Knowledge of and interest in federal transportation funding and implementation of capital projects is a plus.
  • Ability to meet deadlines.
  • Ability to perform research and summarize findings.
  • Excellent verbal and written communication skills. 

Availability

This position requires a commitment of up to 15 hours per week.

Salary is commensurate with education and experience. Students with Work-Study funding are encouraged to apply.

Minimum Education and Training 

Must have completed at least THREE YEARS of a college/university program or be enrolled in a master's, or an equivalent combination of experience and training, plus substantial experience, interest, or involvement in planning.
