Job Description
This Office of Climate and Environment position assists in collecting and analyzing data, researching policy, conducting studies, developing analytical tools, engaging project stakeholders, and coordinating with member governments and planning partners to plan and build the regional Circuit Trails network, protect environmental resources, build healthy communities, and mitigate and adapt to climate change. The office conducts planning activities and technical studies throughout the Philadelphia metropolitan region in partnership with public and private organizations. Work in this position will primarily support broad-based efforts to implement the Circuit Trails, execute regional and local environmental planning studies, and support office initiatives around resiliency and sustainability. Focus areas and specific assignments may include data collection and mapping of regional trails; development of trail-related publications and webinars; assistance with basic trail feasibility analysis; support for grant administration; and outreach to regional planning partners. Other related focus areas may include stormwater management, green infrastructure, municipal environmental planning, environmental justice, and related sustainability initiatives. Day-to-day tasks include collecting, analyzing, and communicating trail, environmental, and transportation data; organizing stakeholder outreach; supporting the development of policies, plans, and analytical tools; and managing relationships with diverse stakeholders.
The Research Analyst’s work is to be performed in accordance with broadly defined objectives and professional standards under the technical supervision of the Manager of the Regional Trails Program who in turn reports to the Manager, Office of Climate and Environment.
Responsibilities
- Support coordination with trail planning and development partners, including counties, municipalities, and non-profits.
- Assist in supporting and coordinating environmental planning and sustainability efforts at the county level.
- Execute local environmental studies and plans.
- Modify existing and develop new geographic data files and work with GIS specialists to develop static and interactive maps.
- Seek grant and other funding opportunities through research, outreach, and grant writing.
- Perform data collection, research, and analyses; write reports, memoranda, and summaries of findings and recommendations; update the website; and develop presentations.
- Host and/or facilitate program-related meetings including webinars, steering committee meetings, task forces, and forums.
- Represent DVRPC at outside meetings and events.
- Perform related work as required.
Qualifications
- Knowledge of the principles, practices, and objectives of local government and regional planning.
- Experience and/or interest in bicycle and pedestrian or trails planning, environmental planning, and sustainability initiatives.
- Strong quantitative skills with an ability to analyze and interpret data.
- Excellent writing skills with an ability to prepare reports that are clear, concise, and technically sound.
- Ability to make oral presentations to diverse partners.
- Ability to focus on details and organize time and work.
- Ability to establish and maintain effective working relationships with associates, planning partners and the public.
- Ability to convene and facilitate meetings and manage group dynamics.
- Expertise with Microsoft Excel, Word, and PowerPoint. GIS skills are a plus.
- Ability and willingness to take supervisory direction.
Experience & Training
To classify as a level RA I, a minimum of one year of professional experience in environmental planning, trails planning, bicycle and pedestrian planning, sustainability, or a related social science, and a Bachelor’s degree are required. To classify as a level RA II, a minimum of three years is required. Such experience may have been gained from a combination of experience and education. A Master’s degree may be substituted for one year of experience.
