5d US 13 and Tyburn Road ITS Deployment (MPMS #81166), Bucks County – Add New Project to the TIP
Background/Analysis/Issues:
PennDOT has requested that DVRPC amend the FFY2025 TIP for Pennsylvania by adding the US 13 and Tyburn Road ITS Deployment (MPMS #81166) project to the TIP in the amount of $2,360,000 ($360,000 CRPU/Toll Credit for Preliminary Engineering (PE) in FFY26 and $2,000,000 sCRP for Construction (CON) in FFY29).
This project was awarded $2,000,000 Statewide TSMO (sCRP) funding in FFY29 for CON, but there was an accidental oversight in not adding it to the TIP during adoption of the FFY2025 PA TIP last year. The project will include the deployment of the following ITS Elements:
• Closed Circuit Television (CCTV) Cameras at locations selected to improve situational awareness and implement active traffic management, which includes incident management along the corridors.
• Changeable Message Signs (CMS) to display travel times along with other traffic operations and incident management related messages.
• Fiber Optic cable and required infrastructure (conduit, junction boxes, utility poles, etc.) to enable the Southeastern Regional Traffic Management Center (RTMC) to communicate with the field equipment.
Financial Constraint:
Financial constraint will be maintained by adjusting other existing TIP projects whose schedules or costs have changed. The attached fiscal constraint chart provided by PennDOT shows all of the adjustments taking place, in accordance with the TIP Memorandum of Understanding. All projects listed contribute to fiscal constraint.
Conformity Finding:
The TIP's current conformity finding will not be impacted by this amendment as this project is exempt from air quality analysis.

$2,360,000 ($2,000,000 sCRP/$360,000 CRPU/$0 Toll Credit)

Action Proposed:
The DVRPC Board approves TIP Action PA25-070, PennDOT’s request that DVRPC amend the FFY2025 TIP for Pennsylvania by adding the US 13 and Tyburn Road ITS Deployment (MPMS #81166) project to the TIP in the amount of $2,360,000 ($360,000 CRPU/Toll Credit for PE in FFY26 and $2,000,000 sCRP for CON in FFY29).
