The Delaware Valley Regional Planning Commission Announces for Public Review:

Draft Conformity Determination: FY2020 TIP for New Jersey, Draft FY2021 Transportation Improvement Program for Pennsylvania (FY21-FY24) and Draft Connections 2045 Long-Range Plan Amendment


The Delaware Valley Regional Planning Commission (DVRPC) is seeking your input and will open a public comment period for the Draft Conformity Determination for the Draft Amended Connections 2045 Long-Range Plan, FY2020 Transportation Improvement Program (TIP) for New Jersey, and Draft FY2021 Pennsylvania TIP. DVRPC will accept comments from Wednesday, June 3, 2020 until Monday, July 6, 2020 at 5:00 PM local time.

An electronic version of the Draft Conformity Determination is available online at www.dvrpc.org/AirQuality/Conformity/. If requested, the draft Conformity Determination can be translated into an alternative format or language.

This Conformity Determination is required due to amendments of regionally significant projects to the TIP for New Jersey, as well as the anticipated adoptions of the Draft FY2021 TIP for Pennsylvania and Draft LRP Amendment (both of which are currently out for public comment). A Conformity Determination is conducted to ensure transportation investments conform to the federal Clean Air Act, and demonstrate that a proposed plan or project will not negatively impact a region’s ability to meet or maintain federal air quality standards.

To abide by stay-at-home orders and public health guidelines for public gatherings, the required public meetings will be held online at two different times. These online public meetings will also include presentations of the Draft DVRPC FY2021 TIP for Pennsylvania and Draft Connections 2045 Long-Range Plan Amendment. The online meetings will be recorded and posted online about a day after.

DVRPC must receive comments for the Draft Conformity Determination documents by 5:00 PM (local time) on July 6, 2020. Comments received via mail must be postmarked by July 6, 2020. Responses will not be provided unless comments are submitted in writing during the public comment period.
