LED Traffic Signal Conversion Program
DVRPC invites all municipalities in southeastern Pennsylvania counties of Bucks, Montgomery, Chester and Delaware to participate in DVRPC's LED Traffic Signal Conversion Program. This program will help municipalities cost-effectively purchase and install LED traffic signal lamps to replace currently-installed incandescent lamps or LED lamps that have reached the end of their useful life. DVRPCs program provides municipalities with streamlined access to low cost lamp procurement and installation. DVRPC is working with regional partners to identify funding and financing sources for the installation of these lamps, as well.
How to Participate
- Send a copy of one monthly traffic signal bill from the most recent year available to Liz Compitello at ecompitello@dvrpc.org. With this information, DVRPC will be able to estimate project cost and project savings, including a simple payback for each municipality.
- enLIGHTen us with your answers! Please fill out DVRPC's LED Traffic Signal Questionnaire. Your responses to this questionnaire will help DVRPC better understand municipal traffic signal installation needs, and will be used to support the LED Traffic Signal Conversion Program.

Benefits of LED Traffic Signals
Converting incandescent traffic signal lamps to LEDs is an easy, immediate and cost-effective way to lower municipal energy bills. LED traffic signal lamps use 80 to 90 percent less energy than incandescent lamps. Municipalities can expect to save approximately $60-$130 in annual energy costs per signal head (red, yellow, green lamps) by switching to LEDs. Additionally, LED traffic signal lamps can reduce maintenance costs over incandescent technology by approximately 75 percent. The estimated simple payback on LED traffic signal conversions based on energy cost savings alone is as little as one year. In addition to the substantial energy cost savings, and on-going maintenance cost savings, the Energy Policy Act 2005 requirements effectively requires all municipal governments to switch LEDs in the near future. Thus, retrofitting to LEDs now while assistance is available makes sense.
