3. Transportation Improvement Program (TIP) Actions

During the course of the fiscal year, it becomes necessary for the State Departments of Transportation (DOT's) and/or transit operators to amend the TIP. The following are offered for consideration:

  • TIP Action NJ02 - 18a
    Route 295 Camden/Burlington Rigid Pavement (DB #99373)


  • TIP Action NJ02 - 18b
    Route 47, Chapel Heights Avenue. - Gloucester County

4. Implementing Title VI: Refining DVRPC's Evaluation Methodology

Staff will present a brief update on additions to DVRPC's technical work on Environmental Justice. Work performed since publications of "...and Justice for All" - DVRPC's Strategy for Fair Treatment and Meaningful Involvement of All People will be reviewed.

5. DVRPC CMAQ Competition for FY 2003

Staff will outline the upcoming CMAQ Competition and lead a discussion on how the RTC will proceed. This round, the last of TEA-21, amounts to $10 million for Pennsylvania Projects and, for the first time, $1 million for New Jersey.

6. 1999 and 2000 Vehicle Miles of Travel in the Delaware Valley Region

The City of Chester is trying to foster economic development, especially along its waterfront. DVRPC has a continuing project to monitor and estimate VMT in the Delaware Valley Region. Estimates of daily travel based on traffic counts and DVRPC's travel simulation models for 1999 and 2000 will be presented and compared.

7. Chester County Transportation Study

In a work program item last year DVRPC staff prepared a special version of the regional travel simulation model focused on Chester County. This model provides more transportation system detail and greater accuracy than a regional model and allows for comprehensive evaluation of improvement scenarios.

8. What-If Scenarios: 2030 Transportation Plan

The DVRPC Board requested staff to study potential global, national and regional changes that should be considered in the development of the 2030 Regional Plan. Preliminary analysis on an initial set of 12 scenarios has been completed. Staff will present possible alternatives, and will recommend a smaller number of scenarios to begin detailed evaluations using model simulation and other quantitative analysis methods.
