5. DVRPC Transportation Improvement Program (TIP) Actions

The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. As situations arise, the PCC/RTC is asked to consider changes.

a. PA07-78: Commodore Barry Bridge Security Improvements Project (MPMS #74840), DRPA/PATCO- Proposed New DEMO Project

b. PA07-79: Center City Transit Signage Program (MPMS #TBD), SEPTA - Proposed New Project

c. PA07-80: SEPTA Safety and Security Improvements Project (MPMS #65612), SEPTA

6. Memorandum of Understanding for the Delaware River Port Authority and DVRPC

A Memorandum of Understanding (MOU) between DVRPC and the Delaware River Port Authority (DRPA) is being advanced to cooperatively define their mutual responsibilities in carrying out the metropolitan transportation planning process. From time to time this MOU may require changes to improve, clarify, or streamline the process. The RTC/PCC will be asked to recommend to the Board the approval of the MOU.

7. Recommendation for Reaffirmation of Conformity Determination of the FY 2007- 2010 TIP for Pennsylvania and FY 2008-2011 TIP for New Jersey and the Destination 2030 Long Range Plan

The Wilmington Area Planning Council (WILMAPCO) is currently in the process of adopting the FY 2009-12 TIP for their region. Since New Castle County, Delaware is part of the Philadelphia-Wilmington PM 2.5 non-attainment area and neither DVRPC counties nor New Castle County have SIP budgets for PM 2.5, DVRPC must reaffirm its conformity findings to support WILMAPCO's conformity findings for their new TIP. Public comments on the Conformity Reaffirmation will be accepted until February 13, 2008, with no comments having been received to date. Staff will present the results of the latest conformity determination and request that the RTC recommend adoption of the Conformity Reaffirmation to the DVRPC Board.

8. Adoption of 2008 Congestion Management Process, Supplemental Projects Status Memorandum

Highway projects that add major Single Occupancy Vehicle (SOV) capacity are required to include supplemental projects that enhance the benefits of the capacity additions and extend the useful life of the project. The Congestion Management Process (CMP) is required to track implementation of supplemental projects to ensure that these commitments are being faithfully pursued. This second annual memorandum, tracking the status of supplemental commitments, was prepared in coordination with transportation planning partners, as a required component of DVRPC's CMP. Staff will report highlights of the memorandum and request recommendation for Board adoption.

9. FY 2009 Pennsylvania Transportation Management Association Assistance Grant Program and Mobility Alternatives Program Work Programs

Draft TMA work programs were distributed in January and comments received have been addressed. Staff will present details of final work programs. The RTC will be asked to recommend Board approval of these work programs so that PennDOT can commence the contracting process.

10. Approval of FY09 Job Access Reverse Commute and New Freedoms Funding Recommendations

DVRPC facilitates the Federal Job Access and Reverse Commute (JARC) and New Freedoms (NF) grants under the Coordinated Human Service Transportation Planning (CHSTP) program. With a match from PennDOT for Fiscal Year 2009 (FY09), about $7.9 million will be allocated regionally for projects providing employment mobility, while the NF program will receive about $1.1 million for projects enhancing mobility for Americans with Disabilities. The Pennsylvania CHSTP Sub-Committee completed their FY09 recommendations for service funding, and is now requesting that the RTC recommend Board approval.

PRESENTATION ITEMS

11. PATCO Expansion Alternatives Analysis

DRPA/PATCO will present information on their current PATCO Expansion Alternatives Analysis projects in Philadelphia and Southern New Jersey to expand transit services in the region. There are three possible alternatives currently being studied for Philadelphia, and five possible alternatives currently being studied in New Jersey (identified in a 2005 feasibility study and through recent public open houses) that provide the greatest potential for transportation improvement. Adjustments and additions to the alternatives may be made through the public participation process consistent with federal requirements for an Alternatives Analysis.

12. SEPTA Electronic Payment and Fare Collection Modernization

In 2006 and 2007 SEPTA conducted an evaluation and needs analysis as part of the planning phase of its fare collection modernization project. This effort resulted in a recommendation to replace and modernize the current equipment and system with an electronic payment system featuring contactless technology. This presentation will cover three subject areas associated with the project, including: 1.) Existing Equipment and Condition; 2.) Fare Payment Technology and Peer Experience; and 3.) Project Direction and Next Steps.

13. Connections On-Line Survey

DVRPC is conducting an on-line survey on regional land use, environmental, economic development and transportation issues to that will help refine the longrange plan's vision and goals. The survey will run through March 7, 2008.
