5. DVRPC Transportation Improvement Program (TIP) Actions

The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. The following projects require formal TIP Amendments or Modifications this month for the FY 2023 TIP for PA.

  1. PA23-01: Stockton Avenue over Aquetong Creek (CB #36) (Act 13) (MPMS #103614), Bucks County – Add New Project to TIP
  2. PA23-02: Parking Improvements Program (MPMS #60540) SEPTA –  Advance Prior Year Funding to Current Fiscal Year
  3. PA23-03: Maintenance and Transportation Facilities Program (MPMS #102569) SEPTA – Add New Project to TIP/ Add Project Back Into the TIP

6. DVRPC FY 2023 Work Program Amendments:

         a. Fort Washington Toll Plaza Zip Ramp Weaving Analysis

Upper Dublin Township Municipal Authority has requested DVRPC evaluate the feasibility and weaving implications of introducing a new ramp from the Fort Washington Interchange of the Pennsylvania Turnpike to Commerce Drive in Upper Dublin Township

         b. Addition of U.S. EDA Grant Funds to support the region’s Comprehensive Economic Development Strategy (CEDS)

In March 2022, DVRPC secured Economic Development District (EDD) designation from the Economic Development Administration (EDA) of the U.S. Department of Commerce.  While EDA is the main economic development agency of the federal government and works with EDDs throughout the country to promote regional cooperation and job growth, DVRPC is the designated liaison between EDA and our member counties and constituent communities. Staff is requesting that the RTC recommend that the Board amend the FY 2023 UPWP to include the $150,000 grant awarded from the U.S. EDA to support CEDS planning activities.

7. DVRPC Regional Trails Program – Award Adjustments

DVRPC staff will present adjustments to two previously awarded Regional Trails Program projects. The net change is budget neutral. The Regional Trails Program is supported by the William Penn Foundation.

8.  AccessScore

AccessScore is a web map that assesses the infrastructure and demographic characteristics around transit stations that relate to how supportive of bicycling and walking the area is and how much bicycle and pedestrian activity could be occurring there. The analysis includes Regional Rail, light rail, trolley, and subway stations throughout the Philadelphia region with service provided by SEPTA, NJ TRANSIT, and PATCO. This presentation will provide an overview of the web map's functionality and demonstrate how it can be used to help identify and prioritize improvements that can strengthen pedestrian, cycling, and transit connectivity.

9.  SAFR Incident Management Task Force

The Southern Area First Responder (SAFR) Incident Management Task Force was established in 2002 in Camden and Gloucester Counties.  It generally includes response agencies from along NJ 42, NJ 55, I-676, I-76, I-295, DRPA Bridges, Atlantic City Expressway, and the NJ Turnpike.  The purpose of the task force is to facilitate communication and cooperation among organizations involved in responding to traffic incidents with the goals of improving responder safety and incident clearance, and minimizing impacts on traffic.

10. SEPTA Forward: Bus Revolution Project Update

This presentation will  provide an update on SEPTA’s Bus Revolution, the authority’s first comprehensive redesign of its entire bus network. The presentation will focus on the creation of the draft preferred bus network, which is being released in October, and highlight the schedule for engagement through the fall and winter.
