2. Transportation Improvement Program (TIP) Actions

a. TIP Action PA03-33:

Route 202 Section 300 and Section 400 Transit Related Congestion Mitigation Strategies (CMS), Chester County

b. TIP Action NJ04-01:

Route 295 / 38 Missing Moves, Mount Laurel, Burlington County

3. DVRPC Fiscal Year 2004 Planning Work Program Amendments

a. Pennsylvania Route 113 Heritage Corridor Transportation Land Use Study, Tinicum Township, Bucks County and Upper Providence Township, Montgomery County

This study, funded by Public Lands Highways Discretionary Program funds will be used towards the study to assess existing traffic conditions and future traffic forecasts along the PA 113 heritage Corridor between Tinicum Township in Bucks County and Upper Providence Township in Montgomery County.

b. Smart Growth Policy for Sewer and Water Infrastructure Analysis (Bucks, Chester, Delaware, Montgomery, and Philadelphia Counties)

The DVRPC analysis of this study will provide a regional inventory of franchise and existing water service areas and their current permitted allocations, usage, and population served.

4. DVRPC's Disclosure of Public Records Policy

A revised copy of DVRPC's Disclosure of Public Records Policy has been prepared. Board action is needed to adopt this policy and to authorize DVRPC to open a public comment period to include this document in DVRPC's Public Participation Plan: A Strategy for Citizen Involvement which was adopted by the Board at its September 20, 2001 meeting.

5. Regional Citizens Committee (RCC) Report

Dennis Winters, Chairman of the RCC, will report to the Board the activities of the RCC's Meeting of July 15, 2003.

6. Pennsylvania State Transportation Commission Public Hearing

The Pennsylvania State Transportation Commission (STC) will conduct a public hearing in Philadelphia on September 26 to gather public input to develop the next update of the Twelve-Year Program and the region's Transportation Improvement Program.

Highlights of the DVRPC Board FY 2005 Planning Work Program Committee meeting of September 25, 2003 will be reported.
