The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 stressed the importance of considering all modes of transportation when planning for improved mobility. This concept was continued in the Transportation Equity Act for the 21st Century (TEA-21) and has served as the basis for the multi-modal transportation planning conducted by DVRPC. Multi-modal transportation planning is a multi faceted approach which considers all modal options and is characterized by input and participation from stakeholders and the public. This concept recognizes the fact that efficient movement of goods and people is accomplished through a system of transportation resources and that the concerns and needs of all users of the system should be considered.
