Supporting a Safe, Efficient, and Resilient Goods Movement System for Greater Philadelphia
The movement of goods is essential to the economy and quality of life in Greater Philadelphia. The region sits at the crossroads of major highway, rail, port, pipeline, and air cargo facilities that connect local businesses and residents to national and global markets. Freight-dependent industries provide jobs and support everyday needs, including food, consumer products, medical supplies, and building materials.
At the same time, freight activity can present challenges such as congestion, infrastructure wear, safety concerns, and impacts on neighboring communities. Balancing the needs of industry, workers, and residents is essential to building a more resilient, equitable, and efficient freight network.
Purpose of the Plan
DVRPC’s Regional Freight Plan will provide a coordinated vision and a set of strategies to guide how the region invests in, manages, and supports goods movement over the coming decades.
The Regional Freight Plan will:
- Document existing conditions and emerging trends in freight movement.
- Assess needs and opportunities across the regional multimodal freight network.
- Craft strategies and recommendations that reduce negative impacts on communities and the environment.
- Identify both planned and potential infrastructure projects that promote safe and efficient goods movement.
- Ensure regional priorities support and complement national and state goals to compete effectively for funding.
Update: Connections 2050, including building a resilient transportation system and supporting an innovative and connected economy.
Project Progress

The DVRPC Freight Program is currently analyzing existing freight conditions—freight flows, employment, critical industries, and inventorying transportation assets—across the region.
Public and Stakeholder Engagement
Input from residents, local governments, industry partners, and community organizations is a critical component of the planning process. DVRPC will engage the Delaware Valley Goods Movement Task Force, county and municipal partners, freight carriers and shippers, advocacy groups, and the public to help shape priorities and recommendations.
